The average person gets around 60 fps on Horizon Zero Dawn. Just like any full geometry 3D, that means your framerate is cut in half to do the left and right eyes. If it’s global, try checking your NVIDIA Control Panel settings. There are some settings there that people overlook that impact performance. Try looking up some YouTube videos on best settings. Never played horizon on pc but usually the white point is the screen total brightness, something between 100-200 should be good, but thats a personal preference, and in my experience depends on the game implementation. I believe it's paper white but HZD on PC does not have perfect HDR sliders. Dynamic Tone Mapping fixes issues with the PC version.
